
In an area as large and complex as Oxford, with many waterways and much building, there are many things which might possibly be done to reduce flood risk. Constraints on what can in practice be done depend on several things. The need to ensure that improving things in one area does not worsen the situation elsewhere is vital. Money is a limiting factor. Getting things done is not made any easier by the fact that a number of authorities are involved including the Environment Agency, Oxford City Council, Oxfordshire County Council, Thames Water and Network Rail.
